Minutes of the May 7, 2003 Meeting

The Committee discussed several possible office moves that would result in Payroll remaining on campus. Included in that discussion was space in Alderman, Building “D” in the CMS complex at Wrightsville Beach, Warwick, New Centre, and the new Theater property. It was decided that the Committee would recommend to the Cabinet a compromise approach to its earlier proposal:

Mr. Fry will prepare and present this recommendation to the Cabinet.

Mr. Davis reported that Hoggard Hall schedule had slipped some during the past month. He had not received cost estimates from the Construction Manager (CM) for the Union project. The earliest starting date for this project is now September. There is a $1 million difference between the CM and the architect on the Cultural Arts building. This needs to be resolved before any new steps can be taken. Swing Space building (Friday Hall Annex) will be completed by July 1st. New Residence Hall will be completed by July 3rd or 4th but question remains about when furniture will be loaded into rooms. Mr. Davis noted that this is the first project in the state to be completed under the CM model. He noted that this was a very good experience for the campus. Ms. Cunningham should be asked to have an article prepared about this when the building is completed.

Ms. Boyd asked the Committee to comment on the form she provided at the last meeting. It was noted that the form should include questions about utility needs and the person requesting additional or changed space should include a justification statement. Information supplied when needs are not met should be used when seeking additional space from the legislature.

Mr. Davis noted that Riegel Road parking lot is about finished. He also indicated that departments had taken two projects outside the established construction and renovation process. In order to meet all internal and external requirements, all projects must have all approvals.
