Boyd, Beach, Davis, Dodd, Farley, Fry, Hosier, and Rowell.
The Committee reviewed the potential uses of Warwick Center once renovations
to the existing University Union are completed in the spring of 2005. Earlier
discussions about relocating James Hall offices to this facility were reviewed.
It was noted that off-campus visitors must have easy access to Admissions and
Financial Aid Offices. A question about the cost of renovation was raised. Mr.
Davis indicated that cost per foot is based on who occupies the facility and
how much demolition and required renovation must be done to the infrastructure
to bring it up to code and to meet the needs of the new occupants. Ms. Beach
noted that some of the space in Warwick is already used by Public Service and
that it would be more effective for the division to have some personnel located
in this facility. Parking lots adjacent to Warwick were discussed. Mr. Davis
noted that the lot north of the facility will be used during Union construction
and renovation projects and will be permanently downsized following the project
completion. Public and student access to parking in this area will be impacted
by these actions. Possibility of splitting front- and back-office activities in
Admissions and Financial Aid was discussed. Mr. Fry noted that if Warwick is to
be used by James Hall offices with a direct move from James to Warwick then the
renovation schedule for James and Alderman Halls might need to be reversed.
James Hall is currently scheduled for July 2005 through June 2006. Warwick will
not be available for any renovations until May of 2005 – two months is not
sufficient to complete any meaningful renovations to this facility. Funding is
an important issue for this project since this building was not included in the
bond program. After extensive discussions, it was decided to invite the James
Hall office directors to the July 17th Committee meeting to discuss
student access issues. Mr. Fry will extend the invitation to this group.
Mr. Fry asked that the Committee continue discussing Mr. Rowell’s suggestion that the university issue a ground lease to the Foundation for the construction of a campus facility. This facility might be used to bring occupants of leased space back to campus and to consolidate activities that have public access needs (Public Service, Human Resources, Admissions, etc.). The funds currently used for leases could be used to purchase the building from the Foundation on a lease to own basis. The area across from the Greene Track and Field complex was suggested as a possible site for this facility. The earliest possible time for this to occur is 2005-06.
