University Facilities Committee

Minutes of the December 18, 2002 Meeting

Attending: Anne Beach, Sharon Boyd, Ed Davis, Carolyn Farley, Bob Fry, Jeff Hill, Paul Hosier, Bobby Miller and Ty Rowell

Note that Action Items are bolded and underlined.

Mr. Fry discussed the status of the “White House” building located behind Hoggard Hall. Construction of the addition to Hoggard Hall will end up very close to this facility and space may be needed for lay down area during construction activities. The Committee recommends that the “White House” be demolished and that other sites be found to house current occupants.

Dr. Hosier reported that Mr. Hayes, Director of Library Services, had agreed to use some offices in the Library as swing space during the building renovation projects, specifically the Union renovation.

Mr. Davis review the campus construction schedule and reported that the campus may need to expedite the Swing Space construction schedule in order to meet the June 2003 deadline. This will cost approximately $30,000. The Westside and Hoggard projects are causing a scheduling problem. He is currently studying the impact of delaying the Hoggard project by about 56 days. Hoggard would then begin renovation in May 2004. Advertisements have been made for architects for King, Alderman, Hinton James and Central heating and air conditioning and emergency power plant to serve King, Kenan, Westside, Hoggard and James Halls. Westside Hall must be completed in July 2004 so that Health Services and Student Academic Support Services can be relocated prior to the beginning of the Fall 2004 semester. Mr. Davis reported that James Hall does not require the full year shown in the original renovation schedule. There is a possible need for an elevator in James Hall. This is an expensive item that was not listed in the original renovation project. Attempts must be made to pass cost savings from earlier projects down to those at the end of the stream (Friday, etc.). Mr. Davis reported that he needs to have Facilities Committee meet with Westside and Hoggard project teams. Projects will be completed only if Facilities Committee is involved in the process. There is currently no slack time in the project schedule. Warwick renovation, which has no program, no architect and no money should begin in 2004.

Committee discussed putting permanent furniture in Swing Space facility. This way, a function’s furniture could be put in storage and offices could be up and running more quickly once they move into this facility.

Ms. Farley will bring relocation issues related to Union renovation to the Committee in January. Ms. Boyd is considering coupling renovation of Madeline and space currently occupied by Student Academic Support Services. Mr. Davis was asked to talk to Mr. Jordan abut finding funds to hire a designer for Warwick Center.
