Master Planning Guidelines
The Committee reviewed a draft
copy of guidelines for the campus Master Planning process. Several changes were
suggested. Among these were the title of the process, an addition to the
participant list, and a suggestion that the role of each participant be clearly
identified. It was also suggested that the university seek bids for a planner to
complete the next full master planning process.
General Discussion on Campus Processes
The Committee moved to a general
discussion of campus processes. Among the items discussed were the following:
- There is a general feeling that the lack of a
formalized review and comment process often leads to a waste of time and
unnecessary confusion and confrontation.
- Campus values need to be emphasized when adopting any
review process.
- Growth of campus community and increasing complexity
is going to require more emphasis on process.
- Validity of decisions must be considered when
designing review processes.
- People need to know where and when voices are going to
be heard and what role they are going to have in the process. Persons need
to be assured that their comments will be considered and have meaning in the
final outcome.
- Final decision makers must be identified in the
process.
- Review and comment process should not be cumbersome.
- The first process to be considered under this approach
must be one that is not threatening and offers many opportunities for input
and review. Master planning process is ideal for this purpose.
