Guidelines for Facilities, Traffic Flow, and Campus Parking

On November 28, 2001, the Administrative Cabinet adopted the following consolidated set of guidelines for facility construction and renovation and planning activities associated with traffic flow and campus parking. These guidelines are given to campus managers and consultants who have planning responsibilities in the identified areas. Sources used in the creation of these guidelines included Board of Trustee and Administrative Cabinet minutes and discussions by various groups over an extended period of time. The Cabinet will review these guidelines on a yearly basis to insure accuracy and relevancy to existing campus conditions.

 Facilities:

  1. The core campus architecture shall be "Modified Georgian" with construction done in red brick.

  2. Area Sector plans will be developed before new campus construction is started. Sector Plans provide information about how buildings will be grouped, accessed (roads and sidewalks), and who does or will occupy existing and/or future facilities in the immediate vicinity to a proposed building project.

  3. Master planning takes into account the location of existing and planned buildings, the operational and aesthetic relationships between existing and proposed structures, the pedestrian and vehicular access to facilities, and the appearance of a building as viewed from buildings in the immediate area.

  4. Master planning will maintain the intended importance of Chancellor's Walk. This walkway is created to link the building named for the last president of Wilmington College (William Randall) with the building named for the first chancellor of UNCW (William Wagoner).

  5. The University Commons shall be the campus' academic and cultural center.

  6. The university shall maintain a ten (10) minute walking circle (circle centered in middle of commons area) for those buildings located along the Chancellor's Walk.

  7. Every effort shall be made to preserve the natural environment and beauty of the campus.

  8. The university shall establish and publish minimum standards for various types of rooms on campus.

  9. The University will continue to seek ways to improve the campus community's safety and security.

  10. Whenever possible, master planners will consider clustering campus buildings, which house departments with similar or related missions. Opportunities shall be taken to cluster campus buildings that house departments, which have similar missions.

  11. The University will provide an esthetically pleasing environment to study, work, and participate in the life of the campus community.

  12. The university is committed to fostering a sense of campus community through the planning and arrangement of physical space and facilities. Every opportunity will be taken to foster a sense of campus community.

  13. University shall provide gathering spaces to enhance opportunities for informal faculty and student interaction.

  14. The University will seek to provide on-campus housing to about 40% of its students.

  15. All campus buildings shall be clearly identified and appropriate signage shall be in place to direct individuals to their destinations.

Traffic:

  1. UNCW will be a pedestrian campus with motor vehicle traffic routed around the campus periphery.

  2. The University will work with local governments to insure that there is an orderly flow of traffic to and from campus.

  3. The University will work with local governments to insure that adequate bike paths and alternative forms of transportation are available to members of the campus and surrounding community.

  4. The use of alternative means of transportation including bicycles and buses shall be encouraged.

  5. The University shall support the use of alternative transportation by designing and implementing appropriate programs, services and structures that facilitate these efforts.

Parking:

  1. The University shall define the periphery of campus as it is envisioned at a reasonable point in the future.

  2. Any new parking lots or other forms of parking facilities shall be located on the campus periphery.

  3. Students living within one mile of Student Union will not be eligible for full campus parking privileges.

  4. On-campus parking is available for residential students.

  5. Appropriate parking spaces and facility access are available for persons who have mobility impairments.

  6. Alternate approaches to providing parking will be considered that are both effective and efficient for users and the campus.

  7. The University shall continue to identify parking areas, which are specifically assigned to faculty/staff, students, and visitors.
