I. Orientation and Symposium on Faculty Governance
Thursday, 20 September 2001, 12:00 noon – 5:00 p.m.
Reception: Following the meeting, delegate and other participants in
the symposium are invited to a reception and party at the home of Vice President
Bataille. Directions will be made available at the meeting.
II. The 117th Meeting of the Faculty Assembly
Friday, 21 September 2001, 9:00 a.m. –
3:30 p.m.
Coffee: 8:30 a.m. – 9:00 a.m.
The following motions were submitted. They are open to discussion during the first business session, prior to referral to committee. Motions to revise the Bylaws require approval by 2/3 of members present.
1. Motion on Technology Committee (Jose D'Aruda, UNCP):
Be it resolved that the Technology Committee shall henceforth be a standing committee of the Faculty Assembly and that the following language be added to Section X of the Bylaws:
- A Committee on Technology, whose responsibility shall be to ensure faculty input and decision-making on technologies that affect teaching and learning. The Committee shall monitor technology implementation on the campuses to ensure that faculty have adequate equipment, software and staff support to use technology for effective instruction and professional development. The Committee shall work with the Office of the President staff and the Professional Development Committee to create opportunities to assist faculty in incorporating technology to enhance teaching, research and service.
2. Motion on deferred merit raises (Richard Veit, UNCW):
Whereas, during the 2000-2001 academic year, certain faculty distinguished themselves with exceptional professional accomplishments, such as winning teaching awards, publishing major scholarly works, and making extraordinary service contributions; and
Whereas merit increases that would normally reward the past year's outstanding professional accomplishments are not available this year; therefore, be it resolved,
That the Faculty Assembly urges all sixteen UNC institutions to insure that, when merit and equity funds again become available, meritorious accomplishments during the 2000-2001 academic year will receive appropriate monetary reward; and
That the same provision shall apply to any future years in which merit funding is not available.
3. Motion to revise times and procedures for electing officers (Richard Veit, UNCW, and Jeff Passe, UNCC):
Whereas election of Assembly officers at the last meeting of the year does not provide officers-elect with a sufficient transition period or introduction to their duties; and
Whereas an earlier election would further provide the Chair-elect with the opportunity to arrange a course release and a teaching schedule for the following fall compatible with Assembly duties; therefore, be it resolved
That Sections VII, VIII, and X of the Bylaws be revised as indicated in the attachment to provide earlier election of Assembly officers and committee chairs for the following year and to improve elections procedures.
4. Motion to encourage participation in the Assembly by chairs of campus senates and councils (UNCW delegation):
Whereas communication between the Assembly and the faculty senates and councils of the sixteen campuses is essential and is greatly improved when the faculty chairs of those bodies (or equivalent officers) serve as Assembly delegates; and
Whereas the Assembly encourages the campuses to make their senate/council chairs ex-officio delegates to the Assembly; therefore, be it resolved
That the Bylaws shall be amended to exempt from term limits the chairs of those bodies who serve as delegates, and that section II.C of the Bylaws shall be revised as follows (addition):
- The terms of delegates to the Assembly shall range from one (1) to three (3) years as established by each institution, and each institution shall assure continuity of delegation membership by a system of rotated terms. To be eligible as a delegate, a faculty member may not have served as a delegate to the Assembly for more than six (6) of the preceding nine (9) years, nor be selected to a term that would result in a violation of this limitation. However, a delegate shall be exempt from the above limitation while serving as chair or president of a faculty senate or council or as president of the campus faculty. Time spent while serving as an alternate is not counted in the above limitation. The Assembly Chair shall notify each delegation of any ineligible members.
5. Motion of the UNC-Chapel Hill Faculty Council to allow campuses to shorten the 150-day semester. See attachment (no formal motion is currently before the Assembly).
