Health Plan Options
The State Health Plan offers a wide range of health benefits to all eligible state employees, teachers, retirees and other individuals identified in the North Carolina General Statutes. The goal of the State Health Plan is to offer more affordable health care, as well as more choices. It is the commitment of the State Health Plan to continue to focus on member needs and requests – and to develop and strengthen our offerings for your health, your wallet and your satisfaction.
The State Health Plan offers four health plan designs for its members.
Indemnity Plan- A traditional indemnity plan.
- Three preferred provider organization (PPO) plan designs from which to choose.

Eligibility: Permanent employees working half-time or more are eligible to participate in the State Health Plan.
Enrollment: Eligible employees must enroll within 30 days of date of hire or be subject to a 12-month waiting period for pre-existing conditions.
Employees can choose from the following coverage options:
• Employee Only
• Employee + Child(ren)
Employee + Spouse (PPO Plans ONLY)
• Employee + Family
Unmarried, dependent children up to age 19 (or to age 26 if full-time student) may be covered.
Plan Year: July 1 through June 30.
Lifetime Maximum: $5,000,000 (indemnity plan); Unlimited (PPO Plans)
Cost of Coverage
The university covers the cost of employee only coverage for permanent employees with a minimum ¾ time appointment. Eligible employees pay the full cost for dependent coverage. Premiums are paid on a pre-tax basis. Please click here for premiums.
Prescription Drug Plan
The State Health Plan includes a prescription drug benefit managed by Medco. Co-payments are:
$10.00 – Generic
$30.00 – Preferred Brand Name with no generic available
$40.00 – Preferred Brand Name with a generic available
$50.00 – Non-preferred Brand Name
Preferred brand name drugs are on the formulary/preferred drug list available here.
Changing Coverage
You may add or drop dependents within 30 days of a change in family status or other qualifying event (usually without being subject to a waiting period for pre-existing conditions or during the annual enrollment period (may be subject to a waiting period for pre-existing conditions). You must complete a “Change Form” and submit it to Human Resources within 30 days of the family status change or qualifying event or wait until the next annual enrollment period to make changes. Annual enrollment is during the month of March with the change in coverage effective July 1.

North Carolina Health Choice (NCHC)
When working families cannot afford health care for their children, the consequences can be dire. Families who make too much money to qualify for Medicaid, but too little to afford rising health insurance premiums may be eligible for free or reduced price comprehensive health care for their children. The plan, "NC Health Choice for Children" is the same as coverage provided for the children of state employees and teachers, plus vision, hearing and dental benefits.
