I.     Purpose
   

To provide guidelines for stipend payments to individuals not employed by the State of North Carolina.

Scope

     

This policy applies to all university departments and activities.

 

III.     Policy
      A.

General Statement

Stipend payments to individuals who are not currently employed by the State of North Carolina are paid with a check request supported by a Stipend Payment Certification form.

Stipends are defined as payments made to an individual under a fellowship or training grant in accordance with pre-established levels to provide for the individual's living expenses during the period of training. Generally stipend payments are set forth and defined as part of the grant agreement, which enables the individual to be reimbursed for expenses during the educational period, and are not payments for services performed.

Payments made to educational institutions for substitute teachers are not defined as stipends for the purpose of this policy.
