This course will review the development of American social welfare policy and involve the student in current issues of social welfare programs and policy. The course will provide a basic overview of policy and program development in major areas of policy such as income maintenance, employment, housing, health care, and social service organization. Throughout emphasis will be placed on the understanding of policies and programs in the social, economic and political context and the effect of these policies and programs on individuals and society.

The purpose of this course is to advance students' knowledge of social welfare policy analysis and its impact on social work practice. This knowledge is developed primarily, but not exclusively in this course within an historical consideration of the American experience in social policy and program development pertinent to poverty and the poor.

The philosophical basis of professional ethics with specific consideration of the National Association of Social Workers Code of Ethics.
